In conjunction with its 37th year Anniversary, the Philippine Council for Health Research and Development of the Department of Science and Technology holds the International Conference on Health Research and Industry 4.0 on 15 March 2019 at the Philippine International Convention Center (PICC), Pasay City.

Bannered by the theme, “Health Research and Industry 4.0,” the event will tackle issues and the opportunities that confronts the health research landscape in the face of Industry 4.0. It will bring international experts to showcase what others are doing under Industry 4.0, particularly for the health field. Expected participants include the academe, policymakers, private sector and civil society representatives will have opportunity for conversation on how we can take advantage of the opportunities and manage the risks emerging from Fourth Industrial Revolution (FIRe).

To deliver the keynote address is Dr. Michael Braun, Program Manager from the Vietnam Climate Innovation Center. He has over 25 years of professional experience in the management of innovation, knowledge, academic education, technology and R&D in leading nations as well as in developing countries. Other international speakers are Dr. Junjie Chong from Newcastle University Singapore, Ms. Tala de los Santos from PATH, USA, and Dr. Russell Walker from Swinburne University.

Highlight of the program is a panel discussion on the readiness of the health research sector in the coming of the fourth industrial revolution with the resource speakers Dr. Jun Jie Chong from Newcastle University and Dr. Rowena Cristina Guevara, Undersecretary for Research and Development of the Department of Science and Technology.

In the afternoon, five parallel sessions are organized as follows: Developing a Research-based Biomedical Device and Diagnostics Industry, Academe and Industry Stakeholders’ Forum on Technology Commercialization, 3-Minute Pitch to Policymakers, PAMJE Annual Educational Session and 7th General Assembly, and PCHRD Scholars Society General Assembly.

The Philippine Council for Health Research and Development (PCHRD) signed a memorandum of understanding (MOU) with the Fondazione Italiana Fegato (FIF) for the development of scientific and technological cooperation in health. PCHRD Director Dr. Jaime C. Montoya represented DOST-PCHRD during the signing ceremony, while FIF was represented by their Scientific Director Dr. Claudio Tiribelli.

Under the MOU, PCHRD and FIF will work together on various S&T cooperation. Specifically, on the following areas of collaboration: 1) Establishment of Philippine Liver Network; 2) Enhancement of the existing Clinical Research Fellowship Programs with Hepatology Society of the Philippines (HSP) and FIF; 3) PhD in Molecular Medicine in University of Trieste, with research training from FIF; 4) Sandwich Research Training in FIF for the current MD-PhD in Molecular Medicine scholars; 5) Post-doctoral trainings; and 6) Short-terms trainings.

Dr. Claudio Tiribelli expressed his gratitude to the Council and said that this is a tremendous opportunity to create a transitional hepatology network in the Philippines. Likewise, Dr. Montoya assured FIF the Council’s full support and cooperation in this collaboration.

Using ‘omic’ technology platforms to develop local technologies for personalized medicines, diagnostics, and therapeutics is the ultimate vision of the Department of Science and Technology-Philippine Council for Health Research and Development’s (DOST-PCHRD) ‘Omic Technologies for Health Research and Development (R & D) program.

‘Omic medicine is a fast-paced, emerging technology and forefront study of individual body information such as genome, proteins, and metabolites. In depth understanding of an individual’s DNA content, proteins, and metabolic content and processes contributes to the body of knowledge to efficiently detect and treat diseases of human beings.

“Specifically, with genomics, we can check whether the drugs we are giving, really works for us. We can even develop medicines tailored to individual patient based on predicted response or risk of disease. Genomics can also help us develop more affordable diagnostic kits that can diagnose diseases early on, like dengue or malaria, so that early intervention can be given, and therefore save more lives,” says Dr. Jaime Montoya, DOST-PCHRD Executive Director.

In previous years, the DOST supported projects on disease detection, risk assessment, and drug response using genomic and molecular technologies, focusing on non-communicable diseases with increasing public burden such as cardiovascular diseases (CVD), type 2 diabetes mellitus, as well as lung and colorectal cancers.

Particularly for the Cardiovascular Genomics Program, initial findings showed that a percentage of genetic variations present in published literature are not seen in the Filipino participants of the program, highlighting the importance of ethnicity in predicting drug response on CVD medications.

With sound investment, Omics for health research and development envisions the adoption of research-based innovations, practices, and policies towards a healthy Filipino Nation, “para sa mga lunas na sakto sa Pilipino.”

Marikina City—During the celebration of its 29th Anniversary last February 26, 2019, the Philippine Science Centrum (PSC), as the flagship program of the Philippine Foundation for Science and Technology (PFST), launched six interactive Health Exhibits sponsored by the Philippine Council for Health Research and Development (PCHRD).

The Dengue Virus

An interactive exhibit that allows visitors to build a large model of the dengue virus and learn about parts that makes new viruses in the host’s body. While visitors connect the parts of the virus structure, an exhibitor gives information on how people can get sick with dengue.

Test Your Vision

This exhibit requires visitors to explore in pairs and try the tools used by ophthalmologists to estimate the optical power of an eyeglass that a person may need. In trying out the trial lenses, one visitor may try to read the rows of letters on the Snellen Chart while their partner will verify if the letters are read correctly.


Showcased in this exhibit is a simulation of how a vaccine builds the body’s defences against virus and bacteria attack. Visitors participate by drawing “vaccine” from a vial and transferring the vaccine to the arm model. To help visitors see the importance of vaccination, the exhibit shows that the presence of the vaccine in the body of the model triggers lighting up of “cells” in the infographic panel.  These cells simulate antibodies produced in response to the presence of weakened disease-causing agent in the vaccine.

Mobile Health Apps and Wireless Medical Devices

This grouped exhibit is assembled according to users. The health apps are shown in a large monitor where the visitor can tap on icons of health apps for the public, including patients and health care professionals. On the side, visitors can also use portable devices for monitoring of heart rate, blood pressure and body temperature.

Sneeze and Disease

In this giant model of the nose and mouth, visitors can come up close to induce a loud sneeze. The exhibit also shows the millions of germs that a sneeze can spread in an infographic posted beside the model. It also gives information on how to sneeze the proper way to avoid spreading of infection.


Five reels containing pictures of different fruits and vegetables are rotated and aligned by visitors according to their color. Once aligned, the color flashes and health-promoting properties of the functional foods are shown on the monitor. These colourful fruits and vegetables have phytonutrients which benefit the body by helping lower the risk of cancer, heart disease, hypertension, infections and other diseases.

Since its launching in 1990, the PSC has remained a promoter of science consciousness and information through its interactive science exhibits and learning systems which are especially suited to the student population and the general public.

The PCHRD is one with PSC and PFST in championing science and technology interest and literacy through interactive exhibits that will promote science understanding, positive attitude, commitment and active engagement in health.

On February 12, the Philippine Council for Health Research and Development (PCHRD) held the first Talakayang HeaRT Beat (Health Research and Technology) at the AIM Conference Center, Makati City.

Talakayang HeaRT Beat serves as a venue to promote the Council’s initiatives, programs, advocacy, and partnerships with the media and key stakeholders.

DOST Secretary Fortunato T. de la Pena, DOST Undersecretary for Research and Development Rowena Cristina Guevara, DOST Science and Technology Information Institute (STII) Director Richard P. Burgos, Orthopedic International Inc. President Engr. Jude Sasing, and Ospital ng Muntinlupa Medical Director Atty. Edwin Dimatactac graced the event.

In his message, Sec. de la Pena recognized the importance of the media in raising the awareness of the public and elevating their understanding of science and technology. He also emphasized the role of social media as a powerful tool in mobilizing the masses to invest heavily in science and technology.

“We use various social media platforms on a daily basis, both professionally and personally, and we can leverage these platforms to talk more about S&T,” Sec. de la Pena said.

One of the highlights of the event was a presentation on Axis Knee System which is a breakthrough technology funded by the Council. The Axis Knee System is a total knee replacement system developed for Asian and Filipino body structure to ensure correct knee alignment.

DOST-STII Director Richard P. Burgos also delivered a presentation on their latest initiative to disseminate research results called Siyensikat. The initiative is a new television program that will feature DOST programs and technologies which benefits every Filipino. The program will feature several PCHRD-funded technologies such as the Axis Knee System, Biotek-M Dengue Aqua Kit, e-HATID, and forensic.
